Open your file manager as root, navigate to /etc and find the file sysctl.conf and edit it per the tutorial.
The way I did it in Xfce was sudo thunar entered root password, Thunar opened. I navigated to /etc/ and found the sysctl.cong file, then edited it using Mousepad.
