Get workspaces to stabalize

Having trouble with setting up the workspace switcher in the tool/task bar panel. When I start to add workspace switcher it shows a rounded rectangle while doing so but it disappears when I complete the process. Clicking on the tool bar/panel produces "...workspace 2 ... workspace 3 ..." which disappear when I release the mouse click button.
How can I get the 4 workspaces to remain on the tool bar panel visible so I can click them to switch ?Which is what I presume is to be done to move between workspaces.
