Problem with the system clock

My system apparently can't tell time.

Whenever I boot up in BSD, the clock is five hours off. I can correct this using the date command (as root), but it still thinks I'm in the HST time zone, when I'm in EST. Also, when using mate-time-admin (also as root), I'm unable to change anything, and the NTP preference toggle is greyed out.

Can anyone give me suggestions on how to correct this? Or at least tell me what's going on?
This isn't a showstopper, but it's certainly annoying.

Use the command sudo tzsetup. Most likely, your system is not set to UTC.
