I had a similar problem on RC1 but I was still able to boot. Since RC2 build , I did not see that happen back.

We will stay with pkgng because GhostBSD have no man power and money to develop our own Package Manager. I did remove the distinfo because of this and created a new one and I had it start compile, but I had 16 error that I have no Idea how to fix.

Actually you can change the language and Keyboard in the login window when you select your user. but it is not possible on the live image at the moment.
