 pkg upgrade -f 
option involves a complete reinstallation of the system. This command has to be invoked juste after upgrading the kernel and base environment to reinstall all the packages recompiled with the new base.
You have to do a simple

 pkg upgrade 
to avoid this.

On my side I have installed chrony in remplacement of ntp and all is good !

Perhaps you could put this command in your rc.conf file :

ntpd_sync_on_start="YES"
On my machine (XFCE community version) I had to modify the dashboard clock settings to re-enter the time zone that had disappeared.

Regarding your time synchronization question you should check your boot dmesg to see if there is a problem starting the service.

Hello christophe60_fr (maybe a french isarien in this forum? :-),

NTP is not the best time synchronization service on FreeBSD it interacts with the network service and not always good. I preferred chrony.
