For the jail should we use nginx or Apache?
I am more familiar with Apache but I am willing to use nginx.
For database I am familiar with Mysql and a bit with postgresql, but if it come to transfer the database to the server I have no Idea if MySQL can be ported to postgersql.
For the website I think we should stay with Drupal 7 for the moment.
I would like to switch from PHPBB to XenForo, but I wounder how hard it would be to transfer the database.
For the Wiki for it is on wiki media but it could be merge in the Drupal system.
For issue system I think that redmin is a must have.
Not to forgot the a email system.

redmine can use either mysql or posgresql as backend database, as far as I remeber can be coupled with any web server, including of course apache, nginx ... and more. The requirements are about a specific version of ruby, depending on redmine version.
